I believe the US Constitution only mentions the involvement of the US Congress when "new" states are formed.

In this case, there would be no new state.

if Oregon had a huge output of conservatives plus have conservaties and patriots at polling places and a stadium full of lawyers ready to check all the names, legalities, etc....the legislature could be converted back to red.....most of Oregone is red IMO...
