1. It's perfectly reasonable to keep driving to a safe spot. I've had a similar thing happen to me, though. I got pulled over and was going slowly past the off-ramp to a nice place to pull over where the officer could be safe - but he blasted his loudspeaker to stop NOW and was super-aggressive. He was screaming questions at me about why I "didn't pull over" and I repeated about 30 times "I was concerned for your safety, Sir. A local officer was recently killed on the highway." Eventually, he calmed down and realized that I really did care about him and gave me a warning instead of a ticket.
2. He's wearing his US Army uniform! Are those cops stupid?
There is absolutely no logic in treating a serving soldier like that - soldiers know they are answerable to the chain of command and have more daily discipline than most people. They have formation every working day!

They have formation every working day!I never stood in a formation on active duty after I'd left Oakland Army Terminal. That no formation thing was more than 3 years.
