This driver was uncooperative and he physically resisted arrest. He deliberately caused a confrontation and then escalated it. It looks to me like he intended to provoke a reaction that he could then sue over and hopefully cash in, which is what he is now doing.

Anyone who actually watched the video would see you are absolutely correct. This guy was looking for an altercation with the Police with the idea of cashing in on it.

Why would an Army junior officer risk his career for a payout? Would a lieutenant in the other branches do that too? Navy, Marines, Air Force, Coast Guard, Space Force?

I don't understand how you could believe this.   He is a military officer and deserves every courtesy and deference to his position.  

"What are you a specialist, corporal, what are you?"
That says everything about the policeman's mentality or lack of.   The problem appears to be that policemen nowadays assume every person they see is a criminal until proven innocent.

How this should have played out is the policeman, in the lights of the service station, should have clearly seen the tag applied for signs in the window, and apologized to the lieutenant for pulling him over.

This Keystone Cop clown acts like Elmer Fudd hunting rabbits.

I believe this to be the case. I bet this guy is a pain to be around at work, whatever his job is with the Army.
