Ontario has declared its third provincewide state of emergency as the number of COVID-19 cases surge...

The stay-at home order requires all Ontarians to remain at home except for essential purposes such as grocery shopping, accessing health-care services (including COVID-19 vaccinations) work that cannot be done remotely and exercise close to home with only those from one's household.

Non-essential retailers will be limited to curbside pick-up and delivery. Access to malls will be limited to specific purposes such as curbside pick-up. Big box store retail items will also be limited to selling essential items such as groceries, household supplies, pharmacy items and personal care items...

You are exactly right. Biden was going to have the National Guard administer injections but that turned out to be a disaster. Getting the private sector to do it has been tremendous.

It’s like the debates early in WW II where FDR wanted the government to build all the armaments. Better heads convinced him to mobilize the private sector.

In my Dem run state, from my understanding, the larges site is medically run by a major Hospital in terms of scheduling, paperwork, shots, etc. but they had the NG set up cones, signs, and handle traffic but to their rules.

They essentially created lanes and stations. Each line holds say 5 cars/station and depending on staffing/vaccines they tell then NG how many lanes to open. The NG fills say 3 lanes and stops them at the first station. Once they are done at the first the NG moves them up the 2nd, refills the 1st station, etc.
