A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms shall not be infringed.

By way of further explanation, in its 18th century meaning "well regulated" meant “properly operating” or “in its ideal state” like a well oiled machine. By that meaning, a militia couldn't be "well regulated" if it didn't have weapons, and weren't proficient in their use if fired in anger.
