If the policies are the same as well as ineptitude and mismanagement the problem stays the same. The number may go down but we will depend on the invaders and colonists to simply turn around.

There are binding contracts. Biden was only legally allowed to postpone work but the work that’s already scheduled will get done. Either that or fedgov will be paying contractors via a law suit for breech of contract.
