Apparently way, way back (ca. Spanish American war era), a soldier could serve an entire career as a private if he kept his nose clean.
Maybe not a rocket scientist or a leader but if he could keep up on the march and put a bullet where it needed to go he would be kept on.

It’s possible. If you are in an advanced electronics rate in the navy (I was an FC) you got your crow (E4) when you finished A School. Of course, you did have to sign a two year extension when you got it (ends up being a six year hitch). Got a nice bonus too for being in a critical rate. Made E5 the next year.
But at one time, I worked in a USAF shop with an E-2 who was about 35. He was a lifer, and he made the mistake of clocking an officer, hence the bust in rank. Not usually a bad guy, but his life was a litter trail of bad decisions. Oh, and the worst compulsive liar I've ever met.

I joined in 1998 as an E-3. Sailors going to Nuclear Power school enter in as E-3. They get promoted to E-4 after they graduate from their A School. My Machinist Mate A School was 3 months. So, I was E-4 after less than 6 months in.

Lots of late 30 and early 40 E1-E4s since many people join late in life. I was a 39 year old 2LT (10 years enlisted and then OCS) so I’ve heard it all from dumbass know-it-alls.
My father was similar. WWII vet, made it to major without a college degree, but got riffed as the Vietnam War wound down. He re-enlisted as a sergeant, put in the last three years towards his 25, and retired as a major.
