D.C. was created out of land ceded by Maryland and Virginia.

In 1847, the mostly residential portion ceded by Virginia was returned to Virginia.

If the residential portions of D.C. no longer wish to be part of the Capitol, then their land should be returned to Maryland, not formed into the 51st state.

Besides the fact that MD apparently wants nothing to do with the residential portions of DC, there is still the problem of the 23rd Amendment. The rump DC would still cast 3 Electoral Votes.
