Well, ... I’m getting to the age where I’m losing interest in keeping my papers in order. And I was never particularly good at it to begin with.
Make it costly for businesses to enforce. I’d craft legislation that requires each passport using businesses to validate each passport AND keep seven years of physical documentation. I’d also require them to accept paper documentation from customers as legal proof.
The only way a passport system could work is digital. Bog it down with paper. Make businesses spend time checking documentation and then filing for storage. Burry the system in paperwork.
