We don't know exactly what the chain of command is above Biden and Harris currently, but we can rest assured that Xi is at the top of it.
That said, I don't for a minute believe the chain of command is presently anything but a mass of interconnected wires and strings, but, now that Xi has the WH, he and his operatives will work at full throttle to consolidate their power by streamlining the network of agents between the WH and the CCP.
