There was no increase in Washington state, which lifted prohibitions on marijuana the same year as Colorado.

That gives no support to your claim that the reason for no increase in Washington is they had max saturation. In every legalizing state (and every nonlgalizing one), those who drove stoned in the past will drive stoned in the future.
