Passed background check because it did not ask if he was a member of the Islamic Cult. Maybe the shop owners should have asked about his intentions? Maybe his family should have reported his Islamic Cult ties and behavior?

That does happen, once in while, particularly in Europe, where a legitimate immigrant has a kid there, and it’s the kid who goes Jihad. I know of at least one case where the father ratted him out and probably prevented a mass attack. But I think that’s quite rare.

Background checks are simply a step to universal gun registration.
They obviously do no real good.
Instead of background checks, have a list of verified people which is accessable to the public, of those ineligible to own firearms. The list has to be able to be appealed by those who are on wrongly put on it.
The sale by anyone to someone who is ineligible, would be a crime.
The entire idea of allowing the government to give permission before a person may buy a gun is an affront to the Second Amendment.
Allowing everyone to check if people are ineligible, might help.
But the idea that you can keep guns away from people who have never committed a crime, is a no go zone in a free republic.
So, the FBI knew about this idiot and he passed checks anyway.

There was a time in America when the local cops knew who the schizos and who were habitual bad guys. “Preventive policing” made sure people like Al Issa did not get such weapons. In fact the community itself would demand the police take preventive measures. No cop today in their right mind would even approach Al Issa regardless of their suspicions.
