Looks to me like she is saying no reasonable person would believe her accusations UNLESS PROVEN IN COURT - and she never got to court.

Does that mean Powell has license to say any damn thing she wants?

Does she have immunity from defamation?

Talk to a lawyer. But in political debate, defamation probably needs to meet a pretty high standard.
