Illegals already have to register. There is almost no exemption if you are a male, and 18 to 25.

We could use the French Foreign Legion model. Don’t know what today’s rules are. But, originally French citizens were not allowed to join (enlist) into the enlisted ranks. Anyway, the Legion accepted all sorts of criminals and misfits and gave them a new name and ID. Then, sent them off to fight France’s dirty little colonial wars that French citizens didn’t want to fight.
Maybe, after ten years if they survived and had a clean record we would give them citizenship...
