YES they do! I was in Clearwater Beach back in February the week before the Superbowl. Absolutely loved it! Everything was open, people were awesome!

The City has to prove an injury. A city is a corporation, this is a civil matter between two commercial entities. City governments have been pulling the wool over everyone’s eyes so long that the people think they actually have authoritative power over other commercial entities. They do not, and if a judge rules that way he/she would be wrong based on commercial law.
