A bit closer to me, the city of St Louis is roughly 50:50 white/black, but the public schools are 87% black. I think there may be a bit more going on than just whites “limiting the number of their offspring”. Oh, I'm sorry! Since your original question referred to "public schools," I just assumed that it was a rhetorical question, and that you actually knew the answer.
The answer is obvious: White parents send their children to private schools (at higher rates than non-White parents).
