They have the right to establish the rules of entry into their business.

They also have the responsibility to accommodate the public. Mandatory masking is over, so there's no basis for the rule, it's capricious and arbitrary, now equivalent to a rule that she must wear a tie or a burka to be allowed entrance.

Escalating to trespass over an arbitrary policy to avoid dealing with a customer who wants to terminate the relationship and reclaim their property also could be construed as contrary to the fiduciary duty of the bank, as they are violating their duty of care...could be construed as a false police report by a sufficiently enabled attorney.

Mandatory shirt and shoe wearing is also over (it actually never started). Do retail businesses not have a right to require those for entry as well?

If you own a retail business, you're allowed to establish those rules. There is not 'arbitrary' test.
