20 or 30 years ago that was the norm.

I know from personal experience. My aunt and uncle had a nice home in a Polish neighborhood in the city. As kids we used to go there all the time and play outside. The houses were kept up and decorated with flowers especially on Polish holidays.

Then they built ‘the projects’ across the street. In less than a decade the place looked like a war zone. It was not safe to go outside. Housing prices plummeted.

After 20 years the projects were so decrepit they were abandoned.
