Since Joe has dementia I can see several scenarios where Joe was the catalyst for a biting incident. Did Biden have a shouting meltdown and security was trying to contain it? Did Biden try to leave the WH and security put their hands on him to stop him? There are a lot of possibilities, all of which Biden could have triggered.
Joe might have gone into a rant about not getting his pudding on time, and got the dogs riled up.
