On July 15, 2017, Justine Damond (née Ruszczyk)[2] a 40-year-old Australian-American woman,[3] was fatally shot by 33-year-old Minneapolis Police Department officer Mohamed Noor after she had called 9-1-1 to report the possible assault of a woman in an alley behind her house.
Great. And what about the other 30 rioters that streamed through the breach after her? That's exactly what had happened at each barrier before this so why would this one be different?
The difference was this was the last chance to stop them before they were in the same area as the people the guards were there to protect. This was the last line of defense and the guards didn't have the resources to physically stop the onslaught.
Why didn’t any of the cops behind her use deadly force and stop her?
Because up to that point none of the protectees were directly threatened so no justification for deadly force.
