there are suddenly a lot of mentally ill homeless shambling around everywhere in Phoenix
We feel it here in central PHX, where people keep voting to extend the train line. Now it is going to go to a mostly closed Metrocentre. I think the mayor thinks the train will move them out of here precious downtown (this is Phoenix, not Chicago. There is NO NEED for downtown to be the hub of everything) to other areas. In reality, it just attracts more. Some of the folks coming from back east (the Californians bring different problems) are car hostile. If they want a city built around mass transit, they should live in NYC, Chicago or Philly.

...this is Phoenix, not Chicago. There is NO NEED for downtown to be the hub of everything. I go to downtown Phoenix maybe once a year - and that's more than enough. But I'm in downtown Scottsdale almost every single day, since that's the real heart of Valley commerce. :)
Thankfully, Scottsdale voters were smart enough to turn down the light rail extension...but the Left will eventually bring it back for another vote. They never give up.
