I think she drives Senate leadership nuts as she apparently is not a lockstep D voter. This was also the case while she was in the House previously. I read a quote of hers recently that was to the effect that she doesn't preview her votes, which would make it more difficult for the D Whip vote counters to gauge where they stand on close votes. She also has some amount of pragmatism.

From what I’ve read, Sinema voted for Trump’s positions 25% of the time. That might not sound like much, but that percentage makes her the third-highest Trump supporter among the D senators.
Only Manchin and Kelly have higher percentages.
