Okay, hard to argue about Puerto Rico—give them independence or make them a state. But DC, no way. Give the residential areas back to Maryland where they originated. Likely have to pay Maryland to take them back but that’d be cheaper and more realistic than making it a city-state.

Why not give them independence?
DC has already solved the name issue. The recently approved draft DC constitution outlines a specific area which includes the White House, the Capitol and most of the Federal buildings and monuments. The rest which also happens to have more people than Wyoming and Vermont will contine to be DC for Douglass Commonweqlth for abolishionist Frederick Douglass. DC is fast removing its slums with galloping development and gentrification. The black population will soon be less than half, unlike a few decades ago when it was 70%. AS of the 2010 census American Samoa had well under 100,000 people and Guam well under 200,000. DC has over 700,000 and at the rate it is going may soon have more than North and South Dakota and Alaska. While we are at it, why not incude the US Virgin Islands with PR if it does become a state, like Hawaii and its islands.
