The 36,473 noncitizen voters is a problem even if the mail in voting problem and issues with voting machines and software gets fixed. In 2013 SCOTUS ruled 7-2 in Arizona v. Inter Tribal Council of Arizona, Inc., 570 U.S. 1 (2013), that Arizona couldn't require proof of citizenship in federal elections. Scalia wrote the opinion that is now binding on all lower courts, and only Thomas and Alito dissented. With this precedent, Congress can mandate mail in voting nationwide. Only a second constitutional convention can stop that at this point.
