Yes, the 22 million is part of the 47 million FOR PURPOSES OF COUNTING THEIR 1ST DOSE. They are also part of the 22 million FOR PURPOSES OF COUNTING THEIR 2ND DOSE. When a person gets his first dose he’s added to the first count. When he later gets his 2nd dose his “count” remains as part if the first count and he is added as another count in the 2nd count.
