They weren’t tested before. The soaking time for the bug is at least 3 days. They died 2 days after being vaccinated. Almost certainly they were exposed before the vaccination.

No movement of people? The janitors? Cooks? Housekeeping? The two that died were severely sick with other health problems.......with no doctor or nurse support “for some time”?
