Simple majority - it is not a Constitutional amendment. And it wouldn’t surprise me if they would use reconciliation to get around the filibuster (60 vote) rule.
There’s nothing budgetary about this bill, unless you count the inevitable appropriation for enforcement. Reconciliation gets abused with thing like Obozocare, which was also not strictly a budget bill.
