The infringements usually hit minorities harder anyway (by virtue of the fact that they tend to be further down the socioeconomic ladder). For example, if you add a requirement that people go down to the police station to get fingerprinted, you’re requiring transportation (potentially extra cost), time (potentially taking time off work), coordinating other responsibilities (e.g. child care), and so on. For people with money, none of that is really a major problem, it’s just a hassle. For people without, that can snowball into a real roadblock.
