Because the state is much tougher enforcing labor laws regarding wages and taxes than enforcing immigration. Each underpaid worker is a loss of tax revenue that states can and will go after.
Illegal workers they could care less about, but stiff them on a penny in taxes and they'll throw you in the woodchipper. It's all about the benjamins.
