I’m in MA and our outside pipes are 30 inches underground,in Texas they are about 15 inches down.....big difference.

We used to live in a place where the water for the house came from springs. The elevation was 4500’ and it got down into the teens some winter nights. The pipes from the springs were on top of the ground and as long as we let them run the water did not freeze.
Most of the folks up there, emerald triangle, lived totally off the grid.
No problems at all as long as the water was running and moving it did not freeze.
