The Water Plants are supposed to have onsite Backup Generators.
I saw one article in Denton, TX that was blaming the public for all the problems because supposedly everyone’s leaving the faucets dripping and causing the System Pressure to fall below the 20 PSI MINIMUM SYSTEM PRESSURE and they can’t keep up with the demand because the ENTIRE CITY HAS FAUCETS ON DRIPPING TO KEEP PIPES FROM FREEZING !!!!!!
It never happened on My Watch years ago when I was working the South Plant as the Operator. Granted the Weather never hit like it is now. I know that in the end that the Powers that Be will need to blame someone and that will be the Plant Operators getting SCAPEGOATED !!!

But in Texas, all the well heads are frozen. Many are damaged.
I worked in Texas, south of Dallas. They have zero cold weather protection. Most of the houses are uninsulated (well, compared to what is standard further north). They don’t need to be.
My wife’s great aunt lives in El Paso. She had her house built “like back home”. She is warm, has heat (generator) and enough food and water stocked up to be ok. But she did that because growing up in South Dakota, outages were VERY common.
She is in her 90’s and this is the first time she has needed all that stuff
I have a bucket and a 17,000 gallon pool. So we still flush!

Under the Camper with New Heat Tape and a Hair Dryer in 5-10 degrees F Windchill for a few Hours, damned good thing I was younger because it’s not going to happen now !!!
