Yep. Who ever wrote that is basing their knowledge on television or movies. “Stun guns” cause pain, they do not incapacitate. The electricity is looking to complete the circuit so it only flows an inch or two, but that can be very painful. A taser does the same thing over a wider course in the body, but at an extremely low amperage. Tasers also interfere with the brains ability to communicate with muscles, but the duration is short, and it doesn’t go searching through the body looking for organs to attack.

Yeah they do. That’s an effect of the frequency they operate at. As you note further down, the disrupt the ability of the brain to talk to the muscles. In part they exhaust the neurons for a bit.
