Does North Carolina have cross-over voting in the primary? If so I could see a huge number of RATS voting for Burr to defeat Laura. If so can they then switch back for the general?

In NC, Dems cannot vote in a Rep primary. But if you're registered as Unaffiliated, you can vote in the primary of your choosing.

I think Lara would win.

As has been stated many, many times on many, many threads - Burr is not running for reelection. He is out in 2022.
