Two points - The Oklahoma Oil terminal (Storage facility) is at capacity as it is the oil produced by fracking that is filling this place up. The Keystone pipeline would only exacerbate this problem because of point #2.
The DEMAN for all oil products is WAY down for a variety of reasons.
While many Texas based refiners would like the Canadian heavy oil for their Coke Units, there simply is no demand for oil products. - No air travel, Way fewer car miles driven, - only upside Diesel for Trucks - Amazon and similar deliveries

Scott isn’t as well spoken, convincing as DeSantis, even if his policies are as good or better.
