I had to go all the way to the last paragraph to find out that people had tested positive, not that anyone was sick. If someone had gotten sick or died, it would have been in the lead paragraph. The reason there are off campus gatherings is the students are not perceiving any danger. Trust me, if people were getting sick or dieing there would be no off campus activity. Chances are everyone would go home. Why, then, this rediculous level of security?

If the pandemic was a serious threat the campus would be closed—totally closed to everyone.

These half-measures are bizarro world by any standard.
