Watch the video again. Cop tells him to show his hands, then when he goes for his pocket (presumably to get out his ID without being asked) cop tells him to get on the ground and the alleged ATF guy just stands there and says "No I'm a federal agent" in a tone that highly suggested that he felt he didn't have to do a damn thing the cops told him to do.

Could this whole thing have been handled better? Heck yeah. But hey, ATF guy, welcome to the world that the rest of us live in, ya prick.
