Reagan definitely had reservations about signing it, due to the limitations and the way it’s controlled (the payout system).
That’s great, but President Reagan DID sign it, and it’s been in effect for 35 years, and with its incredibly low evidence requirement, it’s paid out far more than it likely should have. Yet here we sit, with 35 years of evidence showing that even when you don’t require actual proof, you still only get 1 payout per 1 million vaccinations.
Seems like a great track record to me.
