Unfortunately, it cannot. The Constitution is VERY specific on the subject. State legislatures, and ONLY state legislatures, determine voting laws in each state. That is just a fact.

The federal government was able to interfere with voting laws in a few states due to segregation/integration/civil rights issues DECIDED BY THE COURTS as being in violation of the Civil-War passed Constitutional amendments that were originally intended to get former slaves full citizenship.

Outside of that very limited arena..states rule.

If only that were true. in Arizona v. Inter Tribal Council of Arizona, Inc., 570 U.S. 1 (2013), SCOTUS ruled 7-2 that the 1993 National Voter Registration Act preempted Arizona state law that required proof of citizenship to register to vote in a federal election. The result is that Arizona now has thousands more voters for federal elections than can vote in its state elections. Obviously, non-citizens have been voting in federal elections. Yet, nothing is done about it.
