In years of inauguration, the inaugural address usually substitutes as the SOTU. There will not be one until January of 2022. At that point its anyone’s guess as to who will deliver it.

Yes, however new Presidents generally make an address to Congress in lieu of “State of the Union”...but I’m sure they will find an excuse not to
