It’s a resolution. It means zero, less if that were possible as this is the same bunch that composed the steal and everyone knows it.
So the stated goal is to subvert the constitution through a fed legislative resolution?

a pilot program under which ‘the Commission’ to provide information on registering to vote in elections for public office ‘to secondary school students in the 12th grade’.
What it means is that the states can refuse to accept Congress’ dictates on elections, but then Congress will reject the candidates the states send them. They won’t need to go through the usual vote to refuse to seat them, they will just refer to this resolution.
They will use this to extort the states into changing their own laws to be in line with the Democrats demands, or they’ll just lose their representation. Not much different from how Congress extorted the states into lowering the speed limits.
