In most sane countries that are stupid enough to provide free education for their kids, they at least use tests to funnel the kids into the most appropriate level in order to maximize the benefit to their societies.
America is about to engage in the most stupidest educational program imaginable: send all kids to college for free regardless of whether or not they are prepared.
This is utter madness.
