hmmm...it loaded complete for me at the archive link [and I had already downloaded it from the original white house link]
Maybe scroll down as the 2nd and 4th pages are blank. The 5th page should be “I. Introduction” [marked as page 1 at bottom]
I will move to a different computer and try.
