CHina now consumes more coal than the whole world was consuming during the Kyoto accord. (see US coal institute).
They are now dominating the coal emissions. US at this stage really does not matter.
If Biden really wants to fight global warming, he should invade China and force them to shut the coal there.
That would be the most effective way to address global warming. Why tinker on the edges, just go for it!
