Well he kind of did. What he said, or meant to say was that if he and Harris disagreed over a really important issue, he’d expect that Harris would do what he told Obama he would do in such circumstances, claim an illness and resign. Of course the way he put this led people to say that he’d be the one to resign if he and Harris disagreed.

Biden has never had a way with words, even when he was 100% there.
