Right now, there is a limited group of people who do drugs; legalization creates new markets. Your conclusion doesn't follow from your premise; if anyone who wants pot can get it even when it's illegal, as appears to be the case, then there is no "new market."

Illegality and penalties deter people from breaking the law. Also, take a marketing course. Marketing grows markets and increases users of a product. You must own a store, amiright? Screw up children's lives much?
