My guess is he misspoke.
The guy seemed really nervous — too nervous and inarticulate for a Major General actually.
Notice how Georgie called him “Major” at the beginning?
At least they didn’t call him a, “Modern Major General.”
Seems “they” would have a “spokes person” that knows how not to misspeek to millions on Americans when discussing something OPSEC prohibits him from discussing anyway.
