Why would you need to cross state lines? Biden could just decree masks be worn on any interstate highway. Or perhaps any place that received federal funding. Have the FBI stakeout some little one-lane bridge that had some portion of it paid by the Feds, your home if you used a VA loan, etc.

I don’t think the executive order will target cops, I think it will be a fig leaf token for Black support in 2020 so he can “prove” he’s not a racist despite his 47 year record. I could be wrong but that’s my bet.
Other than targeting types of holds, I can’t see him doing much by EO regarding cops.
He’s an absolute disaster on policy which is why 2020 was about Trump, not about policy. Trump allowed it to be a referendum on him by making strategic errors on messaging.
