From just where in the heck does this 11 million number emanate?

11 million
plus hundreds of thousands or millions comping in per year
minus a few who die
minus a few who leave
minus a few who become legal
equals 11 million.

Math like that drove Georg Cantor mad.

My guess is that polling results on the approval of immigration policy took a sudden drop when the number crossed 10 million, so it must never go up beyond the current 11 million no matter what happens.
