When NG is deployed, aren't they usually under the control of the governor of the state they are deployed in?
Since the District of Columbia is NOT a state and has no governor, who has authority to give them orders?
The Pentagon? POTUS? The Mayor?

Originally the Congress had jurisdiction over DC. When things got more complex they passed their authority to the Mayor of DC to do the daily Administrative duties. Congress still retains authority though and can remove the mayor.

Additionally, the President could federalize them and take control. Given Pelosi’s ultimatum to Pence, the Democrats may very well be planning to attempt a legitimate, all out coup.
