An update to Safari or Chrome can include predetermined blocked sites.
I've never heard of a browser shipping with pre-blocked sites. And in any event, there are lots of alternatives to both Safari and Chrome, and Chrome is based on the open-source Chromium project. Any conservative who wants can always download Chromium and use that.
I'm not trying to minimize the impact of the Google ban on Parler and the threatened Apple ban - they're devastating and will seriously harm Parler's adoption by more people. But there are ways around it for now - the bigger threat is that other companies will be pressured into boycotting Parler and strangling it financially.
